UNICEF Libya works to support children and vulnerable populations across the country by improving access to essential services, including education, health, nutrition, child protection, and water, sanitation, and hygiene (WASH). Given Libya’s diverse geographical and administrative landscape, UNICEF operates across the three main regions, collaborating with local partners to implement its programmes effectively.
Ensuring the successful delivery of these interventions requires strong field-level monitoring and data verification. Variations in infrastructure, administrative processes, and logistical constraints can sometimes impact programme implementation, in close collaboration with Benghazi field office. To strengthen oversight and ensure activities are reaching intended beneficiaries with the expected quality, UNICEF Libya is engaging a Community-Based Monitoring Facilitator in each region.
This role will support monitoring efforts by conducting regular field visits, verifying programme activities, and collecting key data to inform decision-making. By working closely with local partners, the facilitator will help UNICEF adapt its interventions as needed, ensuring that services are effectively delivered across all target municipalities. Through this effort, UNICEF aims to enhance programme quality, accountability, and impact for children and families in Libya.
Specific Tasks:
1. Situation and Programme Monitoring
● Conduct regular field visits to assess the overall humanitarian situation in targeted areas, documenting the needs of affected populations, with a focus on children and women.
● Monitor the implementation of UNICEF-supported programmes, ensuring activities align with Programme Cooperation Agreements (PCAs), Small-Scale Funding Agreements (SSFAs), and UNICEF Libya’s Work Plans.
● Assess the effectiveness of supply chain systems, ensuring proper storage, distribution, and utilization of UNICEF-provided supplies and equipment according to established guideline.
● Support data collection and quality assurance by reviewing and improving data registration systems, assessments, and reporting mechanisms.
● Verify that UNICEF-supported supplies and services reach intended beneficiaries in a timely and efficient manner, identifying and flagging any delays or challenges.
● Conduct post-distribution monitoring (PDM) and end-user assessments to evaluate beneficiaries' feedback on the relevance, timeliness, and quality of provided services and supplies.
● Gather direct feedback from affected communities regarding their needs, service accessibility, and recommendations for improvement.
2. Technical Assistance and Quality Assurance
● Provide ongoing technical guidance to implementing partners and local stakeholders to improve the efficiency and quality of UNICEF-supported programmes, particularly in hard-to-reach areas.
● Provide technical recommendations to enhance programme adaptation and service quality based on field observations and data analysis.
● Develop and promote quality assurance criteria for UNICEF-supported projects, ensuring service delivery meets established standards and community expectations.
● Support emergency preparedness and response efforts by contributing to implementation and monitoring activities.
● Coordinate with local authorities, partners, and community representatives to convey UNICEF-approved messages and collect feedback to inform decision-making.
● Facilitate community mobilization and engagement efforts to enhance service uptake and support behavior change communication (BCC) interventions.
3. Accountability and Reporting
a. Report any suspected Protection from Sexual Exploitation and Abuse (PSEA) concerns directly to the designated UNICEF focal point.
b. Report any suspected fraud cases to the HACT Officer or relevant UNICEF staff.
c. Coordinate monthly monitoring and work plans with the supervisor in collaboration with Benghazi Field Office, ensuring timely submission of field reports and updates.
d. Keep the Benghazi Field Office programme colleagues in loop vis-à-vis the field travel, activities and monitoring.
To qualify as an advocate for every child you will have…
● A university degree (bachelor's or higher) in Social Sciences or Monitoring & Evaluation or Statistics or a related field required.
● A minimum of 3 years of relevant professional work experience in project/programme management, monitoring and reporting required.
● Experience in collecting and compiling quantitative and qualitative data is an asset.
● Experience in technical areas specific to UNICEF Programmes is an asset.
● Experience working in a humanitarian context is desirable.
● Experience in working with local municipality government including relationship building and policy development required.
● Experience of working with UN or NGO programmes/projects is an asset.
● Fluency in Arabic and English is required. Knowledge of the local language is an asset.
● Candidates from the same municipality are preferred.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
