Job Description

International Medical Corps (IMC) has a well-established global technical department which houses a multi-disciplinary team including subject matter expertise in health systems strengthening, primary healthcare, sexual and reproductive health, MHPSS, child protection, gender-based violence, water, sanitation and hygiene, nutrition and food security and cross cutting areas such as M&E, gender, research, evidence and learning.

IMC views health systems strengthening as integral with the continuum of relief to recovery, starting with health service delivery in acute and protracted humanitarian crises and continuing beyond the crises to address recovery and development system’s needs.

The Senior Advisor, Health Systems will provide technical leadership on strengthening health systems, working within the QARI technical department and collaboratively with the HQ departments, International Programs, New Business team and Policy/Advocacy leaders.

This position will be a thought leader, designer, and planner for health systems development across the organization.

This role also requires hands-on experience of bilateral and multilateral health systems programs funded by USAID, EU, and European bilateral donors while also having practiced co-creation of health systems technical strategies, design and delivery within consortia partnerships settings. programs.

Main Tasks and Responsibilities

Technical and Program Leadership:

● Provide leadership and conceptual guidance for IMC’s global health systems portfolio at all stages of the recovery to development continuum.

● Oversee the development and delivery of IMC’s health systems strategy that meets both IMC’s, funders (public and private) and our beneficiaries’ needs.

● Provide technical direction for transition to development health systems design, implementation, and related development of results frameworks for multiyear programs.

● Lead health systems 'quality assurance' at all stages of the program cycle that includes development and roll out of minimum standards, SOPs, and tools to capture best practices and regular reviews using 'data for decision making' for continuous quality improvement.

● Work closely with the Research, Evidence and Learning Unit (REL) within QARI, to drive evidence and adaptive learning practices across the design and delivery of the health systems programs.

● Integrate climate change adaptation into health systems resilience strategies in alignment with IMC’s climate roadmap and call to action.

● Advance IMC’s commitment to promoting gender equality and localization through health programming that is gender responsive and transformative and supporting ownership and agency of local organizations.

External & Internal Representation:

● Manage and build health partnerships and linkages with donors, UN agencies, academic institutions, local partners and private sector, to advance health systems strengthening, enhance service delivery and health outcomes and to leverage promising results to scale.

● Represent International Medical Corps and contribute to both thought leadership and technical know-how in relevant international networks, working groups, and committees.

● Explore, design, and execute health research opportunities with mission-aligned partner organizations in direct collaboration with the Research, Evidence and Learning Unit (REL)

● Ensure internal QARI cross-departmental support, cultivate and maintain positive working practices.

● Work collaboratively with the relevant International Medical Corps’ staff across relevant global departments such as International Programs, Grants and Contracts Managements, Global Communications, and more.

● Experience leading and/or supporting health sector initiatives, reflecting a deep understanding of the technical priorities in conflict and early recovering settings.

● Demonstrated experience managing teams, employing both in-person and remote management approaches to supervision of staff in various locations.

● Familiarity with European and US donor rules and regulations, including monitoring related compliance and mitigating risks.

● Fluency in written and spoken English required; local language skills relevant to country mission is a plus.
