Purpose of Activity/Assignment:

With support from the Government of Luxembourg, UNICEF is implementing the “Safe Child” project, focused on advancing and protecting child rights in the digital environment by ensuring the safety and security of digital systems used by UNICEF and partners, including Governments. The project will build and advance digital capabilities of UNICEF and partners in critical areas, including cybersecurity. It is implemented by the UNICEF Information and Communication Technology Division (ICTD), closely collaborating with the Technology for Development (T4D) teams in the regional offices. SafeChild is part of ICTD’s broader digital transformation agenda, focused on empowering the organization with the right digital skills and knowledge, while setting up strong digital foundations and guardrails. Specifically, SafeChild is part of ICTD’s TeamOne initiative, a strategic programme that harnesses the advanced digital skills of UNICEF staff, breaking down organizational and geographical silos. TeamOne empowers UNICEF staff to become global digital advisors that advise on the use of digital solutions to accelerate programming in country offices. By breaking down siloes, connecting and strengthening UNICEF’s digital skills, TeamOne enables UNICEF to support sustainable and responsible digital impact for children on global scale.

 How can you make a difference? 

To drive the SafeChild project implementation across various teams, the project team is looking for an experienced project manager with a passion for digital transformation, cybersecurity and child rights as well as previous UN experience. The project manager will coordinate all operational aspects of the project, including preparation of the steering committees, supporting the coordination of project timeline and deliverables, risk management, budget and reporting. The project manager might also support communications as needed. The project manager will support the organization of two global trainings and an expert forum and panel discussion in Luxembourg, to be organized under the SafeChild initiative. In doing so, the project manager will collaborate across various teams in ICTD headquarters and regional offices. Lastly, the project manager will ensure integration of the SafeChild project in the broader TeamOne initiative, focusing on ensuring synergies, alignment and a cohesive approach to digital capacity related initiatives in ICTD and UNICEF.

Scope of Work:

The project manager will support the overall project coordination of the SafeChild project and support the subject matter experts in the delivery of various workstreams. This includes:

 1.Collaborate across teams to track implementation of key project deliverables

−Prepare and lead two project steering committee meetings with the Government of Luxembourg and other external partners. This includes identifying dates, participants, key discussion items, summarizing project progress and developing presentations and documentation/ meeting minutes.

−Prepare and lead bi-weekly project team meeting with UNICEF participants and experts as needed.

 2.Support organization of Global Digital Impact Trainings for Humanitarian Contexts, Foundations and Technology for Development – tentatively planned for late September/ October 2025 in Luxembourg respectively.

−Support in the refinement of training agenda and content to align with project objectives and broader TeamOne objectives

−Support participant outreach and communication

−Support in training learning needs assessment and evaluation, closely collaborating with ICTD HR team

−Support in development of related communication assets in close collaboration with ICTD communications team

−Act as the bridge between content and logistical preparation of the training/s

−Ensure alignment and consistent messaging with broader TeamOne goals

 3.Support organization of an expert forum and an expert panel on cybersecurity and child rights

-Tentatively planned for June 2025 and October 2025 in Luxembourg

-Collaborate with Operations team to ensure smooth event organization administration support team on operational/logistical aspects of the organization

-Support the compilation of a post-event report summarizing key discussions, insights, and recommendations

-Ensure recording and documentation of sessions (if applicable)

-Support the lead SMEs as needed

 4.Support the organization, pilot and promotion of the Cyber Readiness Assessment Methodology Toolkit

-Collaborate with internal cybersecurity and digital governance experts to support the development of the methodology

-Support planning and documentation of pilot testing, coordination the organization of support sessions and gathering feedback from stakeholders on gaps and improvement areas

-Support refinement and updates to the toolkit as needed

 5.Support the output owners to manage overall project progress, budget and risks

−Organize the project team meeting and steering committee meetings

−Support managing and mitigating project related risks

−Monitor project progress and support the teams' ensuring deliverables are achieved in time and on budget

−Collaborate with ICTD Operations colleagues to track project budget

 6.Reporting and communications support

−Provide project updates to ICTD senior management as needed

−Support development of project-related internal and external communication assets/advocacy materials including blogs, newsletter articles, social media posts, etc., in close collaboration with ICTD communications team

−Develop final project report

 7.Monitoring and evaluation

−Develop project KPIs/ impact indicators

−Evaluate project outcomes e.g. through participant surveys and other relevant KPIs

 To qualify as an advocate for every child you will have… 

● An advanced university degree (Master’s or higher) in Business, International Development, Computer Science, Innovation or a related field

●*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 

● A minimum of 5 years of relevant professional experience in managing complex projects with multiple stakeholders, preferably in an international environment

● Experience in designing trainings/capacity building initiatives/workshops for technical topics

● Organized and autonomous, able to multitask and prioritize workload when necessary

● Experience organizing high-level panels and expert forums

● Excellent writing and documentation skills, demonstrating high levels of attention to detail

● Previous experience working for a UN organization is an asset but not a requirement

● Experience in cybersecurity is considered an asset

● Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
