Purpose of consultancy
Provide technical expertise to the Supply chain transformation project, subproject B2 : Demand, inventory and operation planning.
Background
The mission of the WHO’s Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objective of the Operation Supports and Logistic team (OSL) is to provide support to the response to emergency but also to develop tool and guidance to strengthen our supply chain and increase efficiency of our field team.
Within the WHO supply chain transformation project, the OSL unit is chairing the subproject, related to Demand, inventory and operation planning. The objective of this project is to improve the supply chain performance by strengthening the planning component of the supply chain, to better anticipate and the countries and region’s needs and improve grants implementation. The incumbent will work as part of a global, cross-functional team, collaborating with members located in different countries.
Deliverables
● Conduct an in-depth evaluation of the current supply chain planning processes, tools, and methodologies for the assigned portfolio of countries.

● Identify gaps and opportunities for improvement in line with organizations standards.
● Review and provide analysis of existing and future funding opportunities, in collaboration with resource mobilization team and budget and finance officers.

● Provide expert recommendations to enhance supply chain planning efficiency and effectiveness regarding implementation of procurement budget.

● Contribute to project planning, monitoring, and coordination activities to align with global team objectives.

Qualifications, experience, skills and languages
Educational Qualifications
Essential:
● An advanced university degree in supply chain, administration, pharmacy, engineering, science, economics, or related area.
Desirable:
Additional professional training/specialization in supply chain management.
Experience
Essential:
At least seven years' practical experience in supply chain management, health commodities management in humanitarian organization at country and headquarters level.
Desirable:
● Proven successful experience with WHO.
● Experience in regulatory body at UN or national level.
Skills/Knowledge
Essential:
● Excellent knowledge of Microsoft Office applications
Languages and level required
Essential:
Expert knowledge of English
Desirable:
Intermediate knowledge of French

The consultant is expected to travel.
Remuneration and budget (travel costs are excluded)
Remuneration
Band level B: USD 7,000 - 9,980 per month
Living expenses (A living expense is payable to on-site consultants who are internationally recruited)
