Job Summary:
Family Planning Officer, Uganda Health Activity
Description:
FHI 360 seeks two Family Planning officers to assist the project’s Acholi and Bugisu regions and districts to improve access and use of quality health services at community and health facility levels. The positions will be based in Gulu and Mbale, with frequent travel to respective catchment area communities and facilities.
Job Summary/Responsibilities:
The Family Planning officer will work closely with Regional Referral Hospital (RRH), district health and healthcare facility teams, and the rest of the program team to strengthen support systems and services related to delivery of FP services. Under the leadership of the Sr Integrated Health Service Delivery and MNH Advisor, the FP officer will execute the following responsibilities:
● Lead coordination and implementation of program activities related to Family Planning
● Provide technical support in building capacity of facility and community service provider teams to effectively delivery FP services
● Scale up innovations that increase access to FP/RH services among vulnerable populations
● Orient health workers on USAID Family Planning policies and the National FP Costed Implementation Plan priorities,
● Provide technical assistance in implementing QA approaches across GoU’s health facilities to measure, monitor and improve the quality of FP and RH services.
● Provide targeted training and onsite mentorships of FP service providers in health facilities with challenges
● Support local implementing partner to integrate of family planning services in HIV clinics.
● Share monthly FP performance dashboards to help identify facilities with challenges in provision of family planning services and undertake mitigation measures to address the bottlenecks.
● Provide regular updates on cutting edge practices on FP/RH services to the project as well as to GoU and other stakeholders.
● Identify successful FP/RH practices in the project that can be showcased in publications, communication materials, and conferences and support their development.
● Support implementation and scale up of Maternal, Newborn and Child Health High impact Interventions as will be identified and delegated by the supervisor.
● Support coordination and planning of MoH Child Health Days Plus (immunizations, deworming, nutrition assessment, vitamin A), integrate postpartum FP services and information.
● Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.
Qualifications:
● Bachelor’s degree in a medical discipline or social sciences required.
● At least five (5) years of technical experience in the health sector in Uganda
● Strong technical knowledge on FP and reproductive health service delivery with experience in designing and implementing high-impact interventions.
● Deep knowledge of the landscape for FP programming in Uganda, including related key GoU and USAID priorities
● Excellent knowledge of Uganda planning and performance management system, district supervision and the country’s FP and RH quality of care plan and roadmap.
● Excellent knowledge of Uganda district and community-level structures.
● Experience in managing/working with international agencies, USAID funded programs
● Prior work experience in a non-governmental organization (NGO) is preferred.
● Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
● Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
● Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
● Demonstrated strategic planning, staff development and capacity building experience.
● Proven ability to develop relationships and coordinate with government officials, civil society, and non-governmental organizations.
