UNICEF in Europe and Central Asia (ECA) region works to ensure that every child has access to quality and inclusive services and equitable opportunities to develop their full potential. To ensure children access to timely immunization, the Regional Office has developed with John Hopkins University a training package on Interpersonal communication for immunization, which was used by countries in the region to train health workers to strengthen their capacities to communicate proactively with parents, address misconceptions and hesitancy. Additionally, based on this training package and reflecting on global and regional evidence, UNICEF Europe and Central Asia Regional Office (ECARO) developed with inputs from eight countries and in collaboration with the Vaccine Confidence Project at the London School of Hygiene & Tropical Medicine, the Laboratory for Data Discovery for Health (University of Hong Kong), and the University of Antwerp a curriculum on interpersonal communication for immunization for health workers.
Using these resources, some UNICEF country offices have engaged with national stakeholders – representatives on Ministries of Health, Public Health Institutes, Academia – to integrate modules from these training curricula into the national trainings for health workers.
How can you make a difference?
The purpose of this consultancy is to support UNICEF Regional Office for Europe and Central Asia (ECARO) to identify and document they ways and approaches in which the content/modules of the regionally developed training resources have been adapted and used by specific countries to adjust and enrich the pre-service and in-service training of health workers.
Work Assignment Overview:
To implement this assignment the consultant is expected to:
o Review the training resources developed by the Regional Office (RO), to understand the key focus, modules covered by these.
o Propose an approach/framework to identify and map how different countries in the region have used the regional resources and adjusted the national training of health workers. RO will provide the consultant with the list of countries and the country offices focal points.
o Conduct desk review and interviews with UNICEF staff (and potential key partners) to identify and document:
- What national trainings have been adjusted (at what level; for what health professionals).
- What modules/content from the regional packages have been used.
- How the adaptation and integration were conducted by the country teams (e.g., involvement of national stakeholders including from different sectors, establishment of a national committee for curricula revision and approval, etc.)
- What is the current coverage of the national trainings, adjusted using the regional resources.
- What are the further plans for expanding the content and/or coverage of the training for health professionals in respective countries.
o Develop and submit an analytical report capturing the key developments and results, similarities and differences between countries and the approaches used. The consultant will propose and agree on the format and flow of the report with the RO before developing it.
o Develop and submit brief country case studies. The consultant will agree on the format and flow for these case studies.
DELIVERABLES
o Proposed methodology, data collection approaches/methods and tools for documentation (after reviewing the regional training packages).
o Short note following desk review and interviews, providing key insights and proposing the structure and flow for the final report.
o Final report.
The consultant will submit initial drafts of these deliverables and will address the inputs and feedback from RO before finalization.
To qualify as an advocate for every child you will have…
● An advanced University Degree in Social sciences, Sociology, Anthropology, Behavioural science, Public Health.
● 7 years of experience in conducting documentations, qualitative assessments.
● Experience on documenting immunization and/or social and behaviour change interventions is an asset.
● Previous work experience with an UNICEF on similar assignments is a strong asset.
● Strong analytical and writing skills in English (sample of previous work, documentation to be submitted).
● Candidates must have strong communication (oral and written) skills and strong analytical and writing skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
