 OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Reporting to the Health Cluster Coordinator and under the overall leadership of the Head of the WHO Country Office, the incumbent is accountable for the data and information management activities throughout the entire cycle of the emergency in the country of deployment. S/he will engage with the local authorities, UN partners, NGOs, and non-health actors to establish strategic partnerships in respect of multi-dimensional information management processes.Support the timely and high-quality collection, analyses, production, and dissemination of data/information. This includes response-specific information(who, what, where, how many, how quickly, current status), internal and external situation reports (SitReps), epidemic bulletins, rapid need assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), humanitarian response plan (HRP) and other relevant strategic response plans (SRP).Contribute information to the drafting of all relevant planning documents including project proposals, appeals, reports, dashboards, etc.Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, healthsituation data, health response data.Perform basic geographic analysis for maps and other reports (such asdashboards, SitReps, etc).Undertake inter-agency initiatives, particularly with OCHA, related toinformation management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.Design field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys.Provide ongoing technical guidance and training, to the team members andpartners involved in the planning and data/information management process; ondata gathering and analysis, quality assurance, performance monitoring,information dissemination and management.Provide sub health cluster coordinators/designates and health clusterpartners with Information Management technical skills (Data management,visualization, mapping etc) depending on the needs challenges, includingcapacity building on the Public Health information Management Toolkit.Prepare and report monthly updates from sub-clusters/hubs, compilebi-weekly Sub-Cluster Inter Cluster Coordination inputs to be shared with theHealth Cluster Partners and with the Health Cluster Coordinator(National).Liaise with State Health Cluster Teams for information for various Health Clusterdocuments preparation (on IDPs,Cholera ,emergency supplies etc).Undertake field mission activities in targeted areas to support HealthCluster and Public Health Information Systems (PHIS) in the assessment of State-levelpriorities/needs, and implementation of Rapid response plan.Liaise with other cluster partners on information management activities and enhance inter-cluster collaboration.Perform any other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field, complemented by training in informationmanagement from an accredited/recognized institute

Desirable: Post-graduate degree in public health, statistics, epidemiology, social sciences, informationor data management, or a related field.

Experience

Essential: At least 5 years of related experience in information management, monitoring, needs assessment, project management, data managementand information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context

Desirable: Prior emergency disaster and health outbreak response or humanitarian working experience at the field level with WHO/UN agencies, health cluster partners, recognized humanitarian organizations, or an international nongovernmental organization.

Skills

Demonstrated ability to design, manage, and analyze complex information system projects, computer-based applications and databases, web-based tools High level of analytical skills. Knowledge of program management and the functioning of WHO and the UN system is an asset.Experience in routine analysis and reporting of time-sensitive public health data.Good understanding in inter-agency collaboration or in WHO, UN, UN Agencies or other international organizations; experience working with the health ministries and sub-national health authorities

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2992 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
