OBJECTIVES OF THE PROGRAMME

Implementing the United Nations Political Declaration (UNPD) on NCD is one of the five priority strategic programs of the WHO Regional Office for the Eastern Mediterranean. Addressing NCD, specifically the four priority groups of cardiovascular disease, cancer, diabetes and chronic respiratory diseases and their risk factors, requires reorientation and strengthening of health systems to deal more effectively with early detection, effective and prompt treatment, management of complications, and palliative care for people with advanced manifestations of NCD. In countries with complex emergencies, maintaining an adequate level of management of NCD needs particular attention in light of interrupted access to health care and essential medicines and the pressure of competing pressing priorities. The objectives of the NCD management programme are:

--> Assess and monitor the current situation of the health system response to NCD.

--> Implement a strategic approach for strengthening the health system response to NCD in Member States with a focus on improving integration and management of common NCD in primary health care (PHC).

--> Monitor and evaluate national NCD management programmes and specifically integration and management of common NCD in PHC.

--> Support Member States to strengthen the health system response to NCD in complex emergencies through PHC.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

  1. Assess the current regional situation of the health system response to the major NCD to identify strengths, gaps and constraints, and lessons learned.
  2. Develop a strategic approach to strengthening the regional health system response to NCD, with a focus on integration of NCD in PHC and management of NCD in complex emergencies.
  3. Provide technical advice to and build capacity of the Member States in order to strengthen their national health system response to NCD, with a focus on integration of NCD in PHC and management of NCD in complex emergencies.
  4. Provide advice to Member States in translating recommendations of the United Nations Political Declaration and the regional framework for action in the area of health care into practice, by developing action plans, related policies and procedures.
  5. Provide technical advice to Member States on monitoring the management of major NCD in accordance with the global, regional and national monitoring framework and selected targets.
  6. Plan, develop, organize, and deliver capacity building activities to health care workers in the management and early detection of NCD.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine and Master's Degree in Public Health or a health-related field.
Desirable: Additional training in a specialized area of NCD or in the provision of NCD care in emergency settings.

Experience

Essential: At least 7 years of combined relevant experience at the national and international levels in medicine and public health practice, including experience in NCD management.
Desirable: Experience in addressing NCD in complex emergencies, especially in countries in the Eastern Mediterranean Region.

Skills

  • Demonstrated ability to promote and champion NCD prevention and control
  • Demonstrated competence in developing and implementing NCD plans especially in the area of health systems response and NCD management.
  • Demonstrated skills in capacity building, especially in NCD prevention and control, proposal and report writing, action in the field and under constraints, data analysis, and research.
  • Excellent drafting skills in English.
