Context
As part of the implementation of community health activities, the national consultant specializing in monitoring, evaluation and data management will provide technical support to the ANSSP and mainly to the DHAB-SC to strengthen the planning, implementation and monitoring of community health interventions as well as data management. The Monitoring and Evaluation Officer will provide professional expertise in monitoring, evaluation, data collection and management, statistical analysis, and report preparation. He/she also contributes to the implementation of training programs to strengthen the capacities of teams in data collection, management, monitoring and evaluation, with particular attention to the involvement of key stakeholders in the implementation of the national community health policy.
The general objective
Scope of Work:
Provide technical support to the ANSSP to strengthen the monitoring, evaluation and data management system over a period of 9 months in order to put in place information useful for performance monitoring and decision-making within the framework of the implementation of the PNSC.
Specifically, the consultant will have to:
● Contribute to the availability and/or updating of a Monitoring and Evaluation Plan defining the strategic priorities and monitoring and evaluation activities of the PNSC
● Support DSI and ANSSP stakeholders in defining indicators, creating dashboards, analyzing and ensuring the availability of data in the ALAFIA Com collection system and for all PNSC monitoring interventions, paying particular attention to the quality and use of data at all levels of the pyramid.
● Monitor performance, analyze the evolution of key indicators and make them available to the ANSSP team and the steering committee for monitoring and decision-making
● Work closely with specialists from DSI, DIMAGI and other consultants to ensure data exploitation and support the interoperability process with DHIS2
● Support the implementation of the various PNSC evaluations, rapid evaluations in specific areas during the support period according to quality processes and support the use of the results of the various evaluations already carried out to improve the performance of the community health program
● Support capacity building for the ANSSP team and operational structures in monitoring, evaluation and data management, enabling them to carry out these processes independently for performance monitoring.
● Support the dissemination/revision/design of tools and propose effective mechanisms for monitoring interventions, managing inputs and assessing the performance of the actors involved
● Establish effective communication between partners, field actors and support partners of the Ministry of Health within the framework of the implementation of the PNSC for performance monitoring and decision-making
● Contribute to the documentation of interventions and monitoring of the steering committee's roadmaps
● Collaborate with data management specialists from the IT department, DIMAGI, and operational levels
● Undertake other tasks and responsibilities, at the request of the ANSSP, within the framework of improving indicators and monitoring the PNSC.
● During his mission, the consultant will have to work with the team of the ANSSP, the CNLS-TP, the DSI, the Steering Committee, UNICEF and decentralized structures. He will have to hold online and in-person capacity building sessions so that the actors are able to use the database and the various tools offered. Field missions will take place to support the actors, rapid surveys as part of the operation of the system.
Expected result
This mission will be carried out taking into account the following tasks:
• Identify the needs of health system stakeholders in terms of decision-making with community health data
• Strengthen Integrated Monitoring, Evaluation and Research Planning and the availability of the Integrated Annual Work Plan/SE
• Support the process of identifying and defining key community health performance indicators and their configuration on the ALAFIA COM platform in collaboration with DSI and DIMAGI stakeholders
• Ensure the establishment and operation of the planning and monitoring system at all levels within the framework of the implementation of the PNSC, collect and analyze key indicators.
• Analyze the grouped monitoring system, on-site monitoring, supervision by ASCQ and “One health” actors and provide improvement measures
• Carry out data collections on the ALAFIA COM platform and in the field and provide information for performance reports.
• Collect and interpret data and provide analysis reports to monitor performance and adjust programs.
• Support the management of national statistical databases and produce reports for decisions
• Support the updating of the mapping database of ASCs and other community actors
• Support the update of the policy deployment point
• Ensure the monitoring of cases of resignation, failure, death and their replacement by proposing an appropriate system
• Monitor actions resulting from management decisions and compile data for annual reports
• Support the formulation of Terms of Reference for evaluations and ensure their quality.
• Provide technical comments on evaluation reports and contribute to their dissemination.
• Assist in the integration of evaluation results into planning processes.
• Follow up on recommendations from evaluations/reviews and submit them to the coordination and management team.
• Contribute to the development and implementation of capacity building strategies for stakeholders at different levels.
• Facilitate integrated planning of research, monitoring and evaluation activities with stakeholders
• Provide summaries of monitoring and evaluation results to the management team
• Strengthen the capacities of health system stakeholders in the use of the tool;
• Contribute to organizing quarterly validation of community data;
• Support the processing and analysis of collected data
• Provide support for designing new tools and/or updating existing tools in the AlafiaComm platform,
• Contribute to the availability, consistency, quality, and security of data
• Provide technical support to users at different levels;
• Organize capacity building sessions for stakeholders
• Disseminate recommendations from evaluations and facilitate collective learning
• Contribute to monitoring the organization of “One Health” consultation meetings at departmental (quarterly) and municipal level (monthly).
• Support the zones to organize biannual monitoring of community data at the level of each zone;
• Contribute biannually to the organization by the CNLS-TP and the ANSSP of a consultation meeting of the actors of the “one health” platform with the involvement of other ministerial sectors.
• Provide lessons learned and recommendations to ANSSP, UNICEF and DDS.
Minimum Qualifications required:
The applicant for this consultation must correspond to the following profile:
● Hold a minimum BAC+5 university degree in monitoring and evaluation, project management, development planning, evaluation, or advanced statistical research, data management or any other equivalent diploma;
Knowledge/Expertise/Skills required:
• Have at least 3 years of relevant professional experience in program development, monitoring, evaluation and data management. Experience in health data management would be an asset;
• Have in-depth knowledge of database management;
• Have good synthesis, analysis and interpretation skills;
• Have conducted consultation missions as part of monitoring and evaluation
• Knowledge of the PNSC and its monitoring system would be an asset
• Excellent computer skills and the ability to use computer programs specific to database management;
• Have good leadership/team management skills and be able to work in a team and under pressure;
• Have good communication skills and good listening skills
• Experience working with the local health system combined with knowledge of DHIS2 would be an asset.
• Having good previous experience in conducting similar missions with one or more agencies of the United Nations System and development aid agencies would be an asset
