A HEAD OF FOOD SECURITY AND LIVEHOOD DEPARTMENT Nigeria, Abuja

Action Against Hunger (ACF) has been operational in Nigeria since 2010 and has successfully implemented integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL), and Water, Sanitation, and Hygiene (WASH). Further, the mission expanded its programs in response to the conflict in Borno State starting in 2017, focusing on long-term, sustainable programs aimed at system strengthening in the Health, WASH, Social Protection, and Agriculture sectors.

ACF has also been operating in Jigawa and Kano States in the northwest, delivering social protection, advocacy, and policy-level interventions. The mission launched a response in Sokoto State, also in the northwest, in 2021 following a cholera outbreak. Since 2018, ACF has been one of the leading agencies implementing the Rapid Response Mechanism (RRM) in northeast and northwest Nigeria (Borno, Yobe, Jigawa, Kano, Bauchi, and Sokoto States) to address urgent humanitarian needs among displaced populations.

Currently, ACF is implementing multi-sectoral emergency and development-oriented programs in Yobe, Borno, Jigawa, Kano, Bauchi, and Sokoto States, reaching a total of 2,732,030 individuals.

The position is based in Abuja, with a security rating of Yellow. However, there are three field offices in Borno, Sokoto, and Yobe, all of which are rated Orange on the Security Rating Scale. The position requires regular visits to these field offices.

Your position and responsibilities

Under the supervision of the Deputy Country Director, you will lead the development of the Food Security and Livehood (FSL) strategy in line with the country strategy to ensure the effective implementation of FSL programs within the mission.

More precisely, you will be responsible for the following missions:

● Support the consolidation, development, and strengthening of AAH's strategic and technical leadership in Food Security and Livehood at the mission level.

● Support needs assessments (including market assessments), Post-Distribution Monitoring, and other surveys primarily for humanitarian programs.

● Collaborate with the Logistics and Finance departments in the design and review of humanitarian FSL projects.

● Provide technical support and coordination for mission FSL projects.

● Assist teams in identifying technical challenges, troubleshooting, and recommending credible and relevant solutions.

● Oversee research, technical studies, and innovation related to FSL to enhance program effectiveness and sustainability.

● Ensure the quality of both internal and external reporting for FSL activities.

● Actively participate in national sectoral coordination and technical forums.

● Develop and maintain strategic sectoral partnerships.

● Represent AAH in engagements with national and international FSL stakeholders, particularly in humanitarian areas.

● Participate in coordination meetings, working groups (eg, Cash Working Group and Food Security Sector Working Group), and clusters, ensuring that AAH's positions and protocols are well communicated.

Your profile

● You hold a master's degree in agronomy, environmental sciences, biology, or any other relevant discipline related to Food Security and Livelihoods (FSL) and Emergency Response Programs for natural or conflict-related disasters.

● You have a minimum of 5 years of experience in the FSL sector within the field of humanitarian cooperation, particularly in challenging contexts.

● You possess proven experience and expertise in managing large-scale FSL programs and demonstrate a strong understanding of humanitarian project cycle management, including donor reporting rules and compliance.

● You have solid knowledge of humanitarian aid and development practices and excel in synthesizing, analyzing, and writing.

● You are proactive, creative, and autonomous, capable of managing a significant workload and working effectively under pressure.

● An experience with Action Against Hunger (AAH) would be highly desirable.

● You are fluent in English.

Your conditions of employment

12-month fixed-term contract under French or Nigerian labor law.

For international candidates

●Monthly gross salary from 2597 to 2968€ upon experience including 13th month

●Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary

● Annual salary increase: 6% increase after and each 12 months of continuous contract

●Monthly per diem and living allowance: 832 euros net, field paid

● Monthly country allowance: 150€

● Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)

● Transportation and accommodation: Coverage of transportation costs and guest house

● ACF covers 100% of the social security, health insurance, and repatriation insurance.

For national candidates:

●Basic Salary: 1721 USD per month

●Your monthly salary will continue to be paid in Naira, calculated based on the reference of ACF official exchange rate (SAGA) for the previous month.

●Working hours: 8:00 am to 5:30 pm (Mon – Thurs), 8:00 am to 1:00 pm (Fri)

●Living conditions allowance: 219 USD per month

● Leave allowance: 10% of basic salary per month

● Pension: Employer contribution 10%, Employee contribution 8%

● Annual Leave: 2 days per month

● Private medical insurance and Private life insurance: Provided by the organization

● Relocation Allowance: 130 USD (one time payment if hire is for relocation)

● Accommodation: 20 calendar days (one time entitlement if hire is for relocation)
