Job Description

As part of the health team, the Health Clinical Outreach Officer, who is based in Maiduguri, will oversee a six-month integrated emergency flood response in MMC & Jere, Borno State.

In addition to providing technical oversight and support capacity of government-supported PHC under this grant in areas like Emergency preparedness and response (EPR), Minimum initial service package (MISP) for SRH (family planning, maternal and neonatal care, case management of sexually transmitted diseases, and the clinical management of sexual assault survivors) and routine consultation for communicable and non-communicable disease including under 5.

He or she will endeavor to ensure improved quality of the project clinical activities and improved quality of the project clinical activities for the Health and SRH service package in the NHF-designated outreach clinic and government supported health facility.

Major Responsibilities

Program design, management and quality monitoring:

● The position ensures the implementation of a quality Health program, in accordance with project proposal.

● He will work with the supply chain, finance, and pharma team to ensure time distribution and documentation of procured items and judicious use of resources on Emergency response

● Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.

● He will identify gaps in Health services and take the necessary steps to address those gaps.

● Contribute to design, planning, and drafting new proposals for future NHF funding opportunity

Staff supervision, learning and development:

● Supervise staff working at the cholera treatment centers, IRC outreach facilities and government supported PHC

● Ensure training and capacity building on emergency preparedness and response, MISP for SRH and IMCI

● Hold high-quality meetings with implementation team on a regular and predictable basis, at least monthly

Health promotion and community engagement activities:

● Support the community mobilization assistant in implementation of SBCC and RCCE emergency response activities .

● Lead capacity development of local community structures on demand creation for health and SRH services, RCCE and SBCC across implementation

● Actively participate in community-based surveillance and early warning for disease outbreaks across intervention locations.

● In addition, provide coordinated support and technical assistance to the Health Department and management of ongoing programs statewide and established state surveillance systems

 Reporting:

● Work with the M&E team to ensure tracking of daily activities and monthly data reporting.

● Support in the development of monthly project activity report, quarterly and project final report

● Documentation of learnings and best practices for emergency response programming

Key Working Relationships:

● Position reports to: Health Manager

● Position directly Supervises: Incentive Midwife and RH clinical support staff, and Community mobilization assistant.

Qualifications

Education:

● Registered Midwife (RM), Bachelor of Nursing Sciences (BNSc)

● Valid Practicing license by Nursing and Midwifery Council of Nigeria.

Work Experience:

● Minimum of 3 years clinical experience in Midwifery and Nursing care at PHC level (experience working in emergency response an added advantage).

● Experience leading training and documentation of project learnings

● Experience in health promotion and community engagement

● Ability to work with displaced communities with diverse cultural and ethnic backgrounds.

● Excellent interpersonal skills; culturally and socially sensitive.
