We are recruiting to fill the position below:
Job Title: National TB Implementer
Location: Kano
Accountabilities / Responsibilities (non-exhaustive list)
In collaboration with the project teams, the TB Implementation Manager will carry out an evaluation including:
● A mapping of current practices regarding the diagnosis, treatment and prevention of tuberculosis in children in the MSF project and in the wider country context relevant to the project for MSF, the Ministry of Health/NTP and other key implementing partners,
● Identification of obstacles to the implementation of WHO recommendations at both MSF and Ministry of Health/NTP levels, and identification of solutions to overcome these obstacles,
● Identification of routine tuberculosis indicators already monitored by the MSF project
● Identification of laboratory and medical needs and assist in the medical order
● In collaboration with project teams, develop an action plan for the implementation and follow-up of WHO recommendations, including:
● A timetable and assessment of the resources and tools required for successful deployment
● A local advocacy plan.
● Support tools and adjustments to existing ones
Training:
After identifying additional training needs:
● facilitation of clinical training on treatment decision algorithms and TB treatment in children, including short-course treatment for non-severe TB (short classroom and bedside training)
● Facilitate paediatric XRay training (if possible be trained to deliver this, otherwise facilitate others to give training)
● Supervision of implementation and feedback on previous TACTiC-related training and the training provided during the visit, monitoring of results (adherence to algorithms and proper use, patient compliance, etc.) and impact (link with programmatic indicators to be developed for the program (for patients in the study, indicators are already identified, so we need to develop some for patients who are not in the study: number of patients diagnosed, treated, followed-up, etc.). Identification of adjustment measures, if necessary.
Implementation:
● Support project teams by ensuring that the necessary resources and processes are in place.
● Support for project teams to ensure community acceptance (local and regional health authorities and local community)
● Support for case management and case discussions.
Follow-up:
In collaboration with projects and missions, put in place tools and procedures to ensure the sustainability of the implementation of the new recommendations (M&E tools and processes, integration into clinical supervision activities). Ensure the mission's ownership of the intervention and its ability to brief and train newcomers to the project.
Deliverables:
Report documenting progress in implementing WHO recommendations in outcome and impact analysis, lessons learned and proposals/recommendations for scaling up in the country.
Monitoring system validated by the mission with associated tools either finalized or in the process of being finalized
A "basic" synthetic evaluation report including a mapping of practices in the MSF project, identification of obstacles to implementation and proposals for overcoming them.
An action plan to implement and monitor WHO recommendations
Algorithm training material and support tools.
Required Skills and Competencies
Education: A Medical doctor with extensive proven experience in pediatric TB diagnosis and management is required.
Experience: Experience in delivering effective training is required.
● Experience of working with MSF and with MOH is required.
● Experience in implementing new medical activities is required.
● Experience in pediatrics is desirable.
● Desirable experience in MSF M+E tools, eg standard indicators, DHIS-2.
● Advocacy experience is desirable.
Languages: Essential fluency in spoken and written English is required.
Knowledge: Excellent written and oral communication skills is required.
Ability to formulate a work plan and prioritize workload is required.
Competencies: people management and Development, Commitment to MSF principles, Behavioral flexibility, Result and quality orientation, Teamwork and Cooperation.
Remuneration
According to the MSFW salary scale (Level 11) in Nigeria
